
The Constitution in the Face of Time: A Franco-Japanese Comparative View
Presented in the July 2018 bill as « an adaptation to the demands of our time », the constitutional revision in France clearly reflects a relationship with time, similar to the 1946 Japanese constitutional revision project. In both countries, the revision processes face difficulties that raise questions about the underlying reasons motivating the need to amend their Constitutions. In France, the aim of the revision is to enable « a more representative, responsible and effective democracy », although the parliamentary discussion phase was interrupted by the Yellow Vests movement and the National Grand Debate. In Japan, the constitutional bill proposed since 2012 by the ruling majority revisits a certain traditional though at the heart of the ongoing debate, but it has yet to pass the parliamentary discussion stage – a prerequisite for approval by referendum.
